Geng Shuang said that according to the United Nations assessment, the current humanitarian needs in Syria have reached the highest level since the outbreak of the crisis, and more than 13 million people are in urgent need of humanitarian relief. The international community should make joint efforts to increase humanitarian assistance to Syria and strive to substantially improve the humanitarian situation in Syria as soon as possible.
First, in close connection with the needs of the Syrian people, we should vigorously carry out early recovery projects while providing emergency humanitarian assistance. The international community should implement resolution 2585th of the Security Council to promote early recovery of water resources, medical treatment, education, housing and other fields while promoting Syrian economic and social development while helping Syria fight against COVID-19. Recently, the Syrian government has taken measures to promote vaccination, develop agriculture, help small and medium-sized enterprises, strengthen market management and carry out energy cooperation, and achieved certain results. It should be emphasized that the unilateral sanctions of relevant countries exacerbate the humanitarian crisis in Syria, hinder the economic and social development of Syria, run counter to the direction of the efforts of the international community, and must be lifted immediately.
Second, we should strengthen the monitoring of cross-border humanitarian relief mechanisms and promote the transition from cross-border relief to cross-line relief. The Security Council has the obligation to strengthen the monitoring of the cross-border humanitarian relief mechanism, ensure that the mechanism is neutral, transparent and maintain its humanitarian nature. It must be clear that the cross-border mechanism is a special arrangement made under a specific situation, and the cross-border mechanism should be the main channel for humanitarian relief to Syria. China supports the World Health Organization to continue to carry out humanitarian operations in Northeast Syria through the cross line mechanism. The World Food Programme transported humanitarian supplies from Aleppo to Idlib for the first time, which was a major breakthrough in humanitarian relief operations in Syria. It is hoped that relevant parties will make joint efforts to continuously expand the scale of the cross line mechanism to better meet the humanitarian needs of the Syrian people.
Third, we should support the Syrian government to stabilize the security situation throughout the territory and create necessary conditions for humanitarian action and the political process. China welcomes the conclusion of the ceasefire agreement in Deraa and supports the Syrian government in stabilizing the local situation and doing a good job in civilian resettlement and rescue. Many members of the Security Council are concerned about terrorist activities and their spillover risks in Syria. Solving the problem of counter-terrorism is the prerequisite for restoring peace and order in Syria. The Idlib terrorist forces pose a major threat to Syria's national security.
