I congratulate Kenya on taking over the presidency of the Security Council in October. China will fully support Kenya in performing its duties. I would also like to congratulate Ireland on the successful completion of the presidency of the Security Council in September and thank Ambassador Nathan and his team for their work.

Over the past four months, the political situation in Haiti has remained volatile, the security situation and the humanitarian crisis have not improved at all, and are still deteriorating. We deeply sympathize with the tragic situation of the Haitian people. The Haitian government and political leaders should proceed from the interests of the country and the people, stop the power struggle, earnestly take responsibility and take actions to push the country onto the normal development track.
First, we should step up the political transition. Prime Minister Henry recently reached an agreement with some parties on the electoral timetable and political arrangements before the election, but some civil society organizations and political parties in Haiti have differences on this, and the two sides are still in dispute. The repeated postponement of constitutional referendums and presidential and parliamentary elections will only increase the uncertainty of Haiti's political situation. We call on all parties in Haiti to focus on the overall situation, show flexibility and make concessions, and reach agreement on relevant arrangements through extensive political consultations as soon as possible to ensure the early holding of elections.
Second, we should make every effort to carry out humanitarian assistance and post disaster reconstruction. The earthquake and tropical storm in Haiti have caused heavy casualties and property losses, and 650000 new people are in urgent need of humanitarian assistance. China calls on the international community to respond positively to the emergency appeal for humanitarian assistance launched by the United Nations for a total amount of about US $187 million, and urges the Haitian government to work closely with the United Nations system to ensure that goods are delivered to the people most in need and avoid waste and corruption.
Third, we should focus on cracking down on gang activities. Haitian gangs are rampant, their activities are rampant, and they do all kinds of evil. They have caused heinous social chaos. The Haitian government should effectively strengthen the capacity-building of the police, pay close attention to the implementation of the national strategy for reducing community violence, and strive to eradicate gangs as a social cancer as soon as possible. In his latest report, the Secretary General pointed out that since 2010, international partners have invested $14.7 billion in Haiti, but it has not produced the expected results. In previous deliberations of the Security Council, the Chinese delegation has repeatedly stressed that there is no external solution to the Haitian problem. In the final analysis, it is up to the Haitian people to extricate Haiti from its difficulties. For a long time, the international community's blood transfusion and oxygen assistance model for Haiti has not been effective and sustainable. The United Nations presence in Haiti should be improved and adjusted.
We are ready to work with the members of the Security Council to remove the systemic and structural obstacles that hinder the realization of peace and development in Haiti, and consider adopting new ways to help Haiti get rid of its difficulties.
