According to the Ministry of ecology and environment, at the invitation of China, John Kerry, special envoy of the president of the United States on climate issues, visited China from August 31 to September 3.
Meanwhile, Xie Zhenhua, China's special envoy for climate change affairs, will hold talks with Kerry in Tianjin to exchange views on China US climate change cooperation and the 26th conference of the parties to the United Nations Framework Convention on climate change (cop26).
In a statement, the spokesman Office of the State Department said that in Tianjin, Kerry is expected to continue to discuss the important aspects of the climate crisis outlined in the China US joint statement on coping with the climate crisis on April 17, 2021.
Xie Zhenhua and Kerry held talks in Shanghai from April 15 to 16, 2021 to discuss issues related to the climate crisis. After the talks, the two sides issued the US China joint statement on addressing the climate crisis.
The statement contains six items: first, China and the United States are committed to cooperating with each other and working with other countries to solve the climate crisis and respond to it as required by its seriousness and urgency. This includes both strengthening their respective actions and cooperation in multilateral processes such as the United Nations Framework Convention on climate change and the Paris Agreement. The two sides recalled their leadership and cooperation in the field of climate change and made historic contributions to the formulation, adoption, signing and entry into force of the Paris Agreement.
2、 Toward the future, China and the United States insist on working together with other parties to strengthen the implementation of the Paris Agreement. The two sides recalled that the purpose of Article 2 of the Paris Agreement is to control the global average temperature rise below 2 ℃ and strive to limit it to 1.5 ℃. To this end, the two sides commit to continue their efforts, including taking intensified actions in the 1920s under the framework of the Paris Agreement, so that the above temperature rise limit objectives can be achieved, and cooperate to identify and respond to relevant challenges and opportunities.
3、 Both countries look forward to the climate summit hosted by the United States on April 22 / 23. The two sides agreed on the goal of the summit, that is, to improve global climate ambition, including mitigation, adaptation and support, before the conference.
4、 China and the United States will take other recent actions to further contribute to solving the climate crisis: (1) both countries plan to formulate their own long-term strategies aimed at achieving carbon neutrality / net zero greenhouse gas emissions before the 26th conference of the parties to the United Nations climate convention in Glasgow( 2) The two countries plan to take appropriate actions to expand international investment and financing as much as possible to support the transformation of developing countries from high-carbon fossil energy to green, low-carbon and renewable energy( 3) The two sides will implement the measures to gradually reduce the production and consumption of hydrofluorocarbons embodied in the Kigali amendment to the Montreal Protocol.
5、 China and the United States will continue to discuss specific emission reduction actions in the 1920s before and after the 26th conference of the parties to the United Nations climate convention, in order to achieve the temperature rise limit target consistent with the Paris Agreement. Including: (1) policies, measures and technologies for decarbonization in the industrial and power fields, including through circular economy, energy storage and power grid reliability, carbon capture, utilization and storage, and green hydrogen energy( 2) Increase the deployment of renewable energy( 3) Green and climate resilient agriculture( 4) Energy efficient buildings( 5) Green and low-carbon transportation( 6) Cooperation on non-carbon dioxide greenhouse gas emissions such as methane( 7) Cooperation on emissions from international aviation and maritime activities( 8) Other recent policies and measures, including reducing coal, oil and gas emissions.
6、 The two sides will cooperate to promote the success of the 26th conference of the parties to the United Nations climate convention in Glasgow, which aims to complete the implementation rules of the Paris Agreement (such as articles 6 and 13) and significantly improve the global climate ambition including mitigation, adaptation and support. The two sides will also cooperate to promote the success of the 15th Conference of the parties to the Convention on biological diversity in Kunming, noting the importance of the post-2020 global biodiversity framework, including its relationship with climate mitigation and adaptation.
The US State Department spokesman's office said in a statement that Kerry's visit has strengthened the bilateral and multilateral efforts of the United States to improve its climate ambitions before cop26.
Cop26 will be held in Glasgow, UK from October 31 to November 12, 2021.
